Is this a pirate??

I picked this game up along with a bunch of other Game Boy games at at yard sale. I think it is a pirate but wanted to confirm. The label says Pokemon Silver but when the game starts up it has japanese writing and says pocket monsters. The cart itself says Game instead of Gameboy. Also the text throughout the game is in english but it is in "broken english" if that makes any sense.

Do people collect these things??
