Were those original scores played on mame (or some other emulator) vs real hardware? I don't know? People at twin galaxies seemed to think so. But to me that is still a far cry from cheating. He got 2.9 million on Pac-man machine in the game room while I was there. (He's livestreamed perfect games before too) I think this guy cares too much about winning to be satisfied with anything less than really achieving the scores.

I met Billy at CGE many years ago. He was a really nice guy, and demonstrated an insane run in Donkey Kong for me (was pretty close to a WR score), teaching a ton of small tricks. I then met Todd Rogers a year later, and he was basically the exact opposite. So full of himself it was like a living meme.

He is great, but definitely cheated and all of his high scores have been completely blown away by new blood after the game got notoriety in King of Kong.
Yeah, Todd Rogers claimed a 5.51 Dragster score when the best TAS could achieve was 5.57.
It was more than that. They went into the actual game code and using every possible shift on every frame before blowing that 5.57 is the lowest you could possible get, period.

My (limited) understanding is that he lied or mislead regarding the hardware used, not necessarily that he outright cheated.
