In that scenario I'd take sealed every time. No CIB is "perfect."
I think it depends on the game and how rare it is sealed vs CIB. For example, I would go for a sealed Left Bros SMB 3 that was slightly damaged over a mint CIB. For the most part, I'd go sealed over cib unless we are talking about a game that is very common sealed.
If you're telling me I can only ever have a sealed TLOZ with a corner ding or a mint CIB, I'd go sealed. If slightly crushed means a visible crease on the side or something, then no thanks. In Wata terms, probably a 9.0 is where sealed becomes appealing to me personally.
I don't have the money or patience to live the mint life. If I can get an 8/10 CIB game for half price I take it. I personally want games that look really nice with no tears and creases rather than spending multiple times as much for games that really holds up to close inspection. I get the games the average dummy calls "minty", not the real good good

Yeah I had this debate with Curtis a few weeks back coincidentally. In theory there would be possibilities of some Mint CIB prices passing Sealed on common titles. Taking a SMB3 for example. 9.8 CIB vs. Sealed 4.0 in the same variation, which should be worth more? A 9.8 CIB is "perfect" probably, as perfect as an opened game can be (I agree 10.0 should not be possible on CIB). That is truly a one in a million copy. A sealed 4.0 though? Probably sitting on ebay in that condition or nicer any day of the week.
For the rarest stuff though, I agree that sealed should always outpace CIB, to an extent though. A 5-7 DK Math Sealed is worth way more than the CIBs. But if it were a 1.0 Sealed DK Math and a 9.6 or higher CIB, then CIB probably wins. You can't have a completely trashed sealed game, but a sealed game with normal wear should outpace the CIB Mint.
Mint CIB for sure. But I am not into collecting sealed in general. I have 3 sealed games I think. 1 I got in a lot, the other 2 are special meaning games (which I have opened boxes of).

Its partly due to how you phrased the question.
You might get a more even response if it was a specific example (specific title in a specific cib grade versus the same title in a specific sealed grade), and if the question was "what's worth more" instead of "what do you prefer."
'nobody wants sealed' until they actually have one at which point they want 2x normal retail.
People lie to themselves and say they don't want sealed (because perfect condition is such a burden). What they are really saying is they don't want to pay the going price for sealed. Which I get, its definitely not for everyone.

Since I'm being kind of a dick, I'll just say that I respect whatever anyone wishes to collect. There's a different answer for everyone and that's the way it should be and all of those choices are valid. Just a little salty today
I actually considered starting a similar conversation. Basically, where is the line where a mint, complete CIB is equal to that of the sealed game.
I have a few, nice CIB titles. To take care of them, I have no intention of taking them apart so I'm considering getting them graded. Considering that graded CIB games is now a thing, it makes me wonder if in another 2-3 years, for 100% complete titles in mint shape, will they go for, say, 10-15% less of a comparibly graded sealed game.
I'm not arguing they are worth more but I kind of like CIB titles over sealed because that plastic wrap takes away from the aesthetic of the item. You have this beautiful piece of cardboard art and you wrap it in cheap plastic.

In my mind, a truly mint cib was a mint sealed game from which you removed the shrinkwrap (maybe opened once to check content. But to be clear the manual has to be unopened and the cart unplayed. That to me is truly mint.
If we are talking about a used cib with « minty » pieces, then i'd go sealed without looking back even if there is a dinged corner or slight corner crushing.
