PayPal claim cancelled?

I figured some people here might have some experience with PayPal claims. I filed a claim about around a hour ago and just received an e-mail from PayPal that:



"Our investigation into your claim is complete. As stated in our User

Agreement, the claims process only applies to the shipment of goods. It

does not apply to complaints about the attributes or quality of goods

received. Therefore, we are unable to reverse this transaction or issue a

refund."



It was a "not as described" claim related to goods purchased from a website, regarding a wrong item received (I did not receive an item I ordered, and received something else instead). Claim was initiated as there has not been any response from seller.



I don't see how this type of claim is not related to a shipment of goods? I am reading through their policy guidelines etc, and I don't see why they would have cancelled my claim. Does anyone know if there's a valid reason for this, or should I give PayPal a call? I have a Dutch PayPal account and the order was placed through a US website, would this create any difficulties?



I'll probably give PayPal a call soon, but figured I'd ask here first.

  • Always just say you never received the item, that way they won't fight you on it. Sucks buy you have to do it.

  • I would try and open a new claim with ``item not received`` instead of ``item not as discribed`` because in reality,you never did receive the item you ordered.

    If that doesn`t work,I would contact your credit card company instead(if it was purchased with a cc), because contacting paypal by phone is very frustrating.

    One thing I read in the guidelines is that filing two claims for the same transaction is not possible (specifically what you mentioned), so that rules that out unfortunately. I also paid with PP funds, so I won't be able to get my money back through credit card company.



    I'll definitely be filing a "item not received" next time, oh well. I think I'll give PayPal a call later tonight (I'll see if I can call with voipbuster or skype so I don't have to pay international rates, as I think calling the US one is better in this case).
  • if you paid by credit card, in thirty days call them, credit card company, tell them you want a charge back.....

    paypal or ebay are only out for there selfs..................good luck ......
  • why dont you try to file a claim with e-bay for wrong item recieved, or not as described.. see where that gets you.

    also did you contact the seller to explain the problem?

    I contacted the seller numerous times in different ways, never received a response. The order was placed through a website, not eBay, so PayPal was really the only avenue to get my money back (or the seller, who I honestly thought would've been reputable enough to send a refund or replacement).

    If I don't hear anything back from him to resolve the matter before upcoming Thursday, then I'll post more details here.
