Now as to your questions alot looks and sounds the same to me. The people you choose is the same. The music is the same. However the cars are different. You can tell by looking at the cars they are different and the stats about them are different. Here are pics FIRST OF NTSC then of PAL B of the car cut scene to start and then of the first track.
NTSC (Please note they have the same cut scene too, I just snapped the pics at different times).
PAL B
NTSC first race. Notice your competitor is "Team Absolute".
PAL B first race. Notice your competitor is "Team MB" (Milton Bradley).
