Opinions on Good Image Resizing Programs?

I'm trying to wade through all of these sites, and it's pretty difficult.  Anyone know of a good, reliable image resizing program that gives you little loss of quality at higher zoom, is of a relatively fair price, and isn't an add-on for another image program (like CS)?  Thanks!

    Correct me if I'm wrong, but it seems that it only resizes down? I need to go up.

    It resizes any way you want. It also doesn't destroy the picture, and keeps the quality well. I've used it for years, and it's very robust. It does batch resizing too. If you need to know how to do something in it, just ask!
     
    To make something bigger just increase the 100% width and 100% height to over 100%.

    Programs use different algorithms to re-size an image; try them all to make a comparison (I'd suggest to avoid bi-linear and bi-cubic filters). You can't expect to not lose quality when re-sizing, that's obvious; but to get the best results the quality of the original image should be very high.

    As potato suggested re-size in multiples of both the width and height.

    I'll mess around. I know of a really, really good program that resizes with pretty much zero loss of quality, but it costs around $200.

    Thanks Tater, this program is boss. Just goes to show you how good free can be sometimes. I was looking at all these pro programs that were incredibly expensive and likely did the same thing with maybe just a bit more added.
