Raffles and Lotteries on eBay

in Help Wanted!
I was searching on eBay and came across a raffle or lottery were when you bid you get a chance or getting a certain item. For example:
someone is selling 10 or more video game lots, same or different auction
When you win the auction you get a lot
There is a list of rare games
You have a change of getting one or more or NONE of the above listed rare games in your winning lot
So my question is can you do this on eBay, seems like bogus crap to me

    report it.  you know nobody will "win" the rare games  someone's using the auction to dump their junk games.

    No. Raffles and lotteries generally have to be licensed and registered with your state.

    Thanks, that's what I thought, I mean unless they want to sell me all of there so called "Lots" then I know I will get the good stuff, I bet they won't

    They did this with Magic the Gathering cards all the flippin' time. They would sell "repacks" for $5.00 a piece under the guise that they are putting certain rares (like original dual lands and Power 9) in random packs. Was always wondering if these were allowed or now...

    Cards, after I read this I went and checked and every time I put a rare magic card in the title every auction was like that. Why doesn't eBay do something about that?
