I looked at that game several times myself. Not really sure, I contemplated buying it when the BIN was up but just couldn't get myself to pull the trigger not knowing what that is.
Just guessing here, but when I worked at a place that sold video games, we had what I *think* were called EAS stickers, short for electronic article surveillance. It's the sticker that sets off the alarms if you try to steal stuff. Of course, we didn't get that system till 1999 or so. It seems odd to see this on a game for the NES, but definitely possible.
