How do you add a picture to a thread now?

I searched the past threads but didn't see anything. Now that the threads are updated with new tools, I cannot add pictures. I still see the photobucket icon, but the page only loads half way and there is not an upload photo option. I have tried this on 2 separate computers. Any help is appreciated.

Oh, and I called it the photobucket icon because that is what it said when I hovered over it. Do I have to actually have a photobucket account to do this? I assume I would need to to actually have a link to insert???

At the end of the 3rd row is the "my photobucket" icon. It's not actually photobucket.com, it's your NA photobucket. You can add images to your inventory here and then post in-line with your text. You can upload there, no links required
