What is this for? PS1/2 serial PC adapter???

Anyone have any idea what this is used for? No model number or any text is on the device that I can see. Is it possibly for using a serial mouse on a PS1? Anyone interested or know what I should sell something like this for, assuming it works? The left button says "Select/Back" and the right button says "Start".

I'm wondering if it's part of something like a steering wheel controller; serial mice only have two rows of pins.
